4] Open “Device Manager” “Human Interface Device” HID-Compliant Touchscreen (your touch device). Right click on it and select Disable.

Wait a few minutes and then right-click again and select Enable. Disabling Touch and then re-enabling it helps many.

5] Reboot your surface. Just press the Windows logo key I to open Settings. Click Power Restart. If that also fails, try reloading the two buttons. The two-button restart is for Surface Pro devices only. Don’t use this process on Surface RT or Surface 2.
